DIGITAL RADIO TRANSMISSION/HD RADIO UPDATE, October 2005
In October, 2002, the FCC approved “in band, on channel” (IBOC) as the digital audio transmission technology to be implemented in the United States. iBiquity Digital Corporation is, at present, the sole developer and licensor of HD RadioTM technology. Equipment manufacturers such as Harris, Broadcast Electronics and Nautel have developed licensed transmission equipment digital products, and, in 2005, receivers are currently or will shortly be available from Kenwood, Sanyo, JVC, Panasonic and Yamaha, among others.

LPFM – A Partial Summary of the FCC Report and Order in MM Docket No 99-25, October 2002
By Order released January 27, 2000, the Federal Communications Commission, (“FCC”) authorized “LP100” stations for a maximum effective radiated power (ERP) of 100 watts with an antenna height above average terrain of 30 meters (100 feet). The Rules became effective on April 17, 2000. Legislation signed into law on December 15, 2000 required the FCC to modify the earlier LPFM Rules to protect third adjacent stations and this was codified in a “Second Report and Order” released on April 2, 2001 with an effective date of June 10, 2001. This modification has resulted in a reduction in the number of LPFM stations which can be proposed.

SUMMARY OF MEMORANDUM OPINION AND ORDER MM DOCKET 95-31 REEXAMINATION OF COMPARATIVE STANDARDS FOR NONCOMMERCIAL EDUCATIONAL APPLICANTS, March 2001
In April, 2000, the Commission adopted new Rules which permit the selection of a “winning” applicant for grant of a construction permit in cases of mutually exclusive noncommercial broadcast facility applications. The new system allows for the awarding of “points” based on, among other factors, diversity, location and predicted signal coverage. Several Petitions for Reconsideration or Clarification were filed in response to the original Report and Order, which issues have been addressed in a subsequent Memorandum Opinion and Order (MO&O) dated February 28, 2001. Particulars of the MO&O are summarized in this synopsis, and a sample comparison outline is attached to this memo which describes the selection process in greater detail.
